One way to paint a stroke that represents a wave on the water is to

 start by gently touching the paper with the tip of your brush

Then vary the pressure of the stroke by pushing the brush a bit harder into the paper.

 Finally, finish by releasing that pressure and lifting the brush gently off the paper.
